Voting and Participating in a Condominium Association from Overseas

Ownership includes governance

A condominium unit carries rights and obligations in common property and the owners' association. Repair plans, budgets, reserve contributions, bylaws, litigation and manager contracts can change value and monthly cash. Living abroad does not remove the need to participate.

Obtain the building's bylaws and rules because notice, voting and proxy details depend on the adopted documents and applicable law.

Register reliable contact

Give the association and manager the required owner name, Japanese or overseas address, email, telephone and local emergency contact. Confirm the address used for formal notices and the method for updating it. If the unit is rented, distinguish tenant contact from owner voting authority.

Ask whether materials can be delivered electronically in addition to the formal method. Save receipt dates and originals.

Read the complete meeting pack

Review agenda, prior minutes, accounts, proposed budget, arrears, long-term plan, quotations, insurance, manager performance and resolution language. Compare current proposals with earlier decisions. A short translated summary can help, but preserve the Japanese controlling text.

Request clarification before the meeting and document the response. Material repair or bylaw decisions may require specialist review rather than a casual yes-or-no instruction.

Use the correct voting method

Confirm whether attendance, written vote, electronic method or proxy is permitted and the required form and deadline. A manager holding a spare key is not automatically authorised to vote. Define proxy discretion and conflicts, especially when the proxy is also the management company or contractor.

For significant matters, obtain Japanese legal advice on the specific resolution, threshold and procedure. Do not generalise from a different building's rules.

Track quorum and result

Save submitted vote or proxy evidence, the final attendance and voting count, adopted resolution and minutes. Check whether implementation matches the authorised scope and budget. Record dissent or questions where the process permits.

Governance quality includes whether decisions are understandable, competitive quotations exist, conflicts are managed and follow-up is reported—not merely whether a meeting occurred.

Monitor the capital consequences

After each meeting, update monthly charges, reserve contributions, special assessments, planned work and access dates in the owner's ten-year cash plan. Ask how arrears, estimate inflation or delayed work affect funding.

For a sale, provide recent minutes and a clear record. Missing governance material can delay diligence and reduce buyer confidence.

Build a yearly routine

Schedule document receipt, translation or review, adviser questions, voting deadline, result review and capital-plan update. Keep an alternate authorised person for owner incapacity. Review contact details annually.

Participation from overseas is practical when evidence and authority travel reliably. Silence leaves important property decisions to others without removing their cost.

Review a major-work resolution

For a proposed façade or waterproofing project, the overseas owner should receive scope, professional diagnosis, procurement process, contractor comparison, schedule, warranty, reserve impact and access plan. Compare the amount with the long-term plan and ask how changes will be approved. A translated headline such as “major repair approved” is not enough to understand financial or construction consequences.

After voting, save the signed submission and final resolution. Track contract award, change orders, progress and completion reporting through later minutes. If the work affects the unit or tenant, coordinate notice and access. This is how a remote vote becomes accountable ownership rather than a one-time form. Update the owner's cash forecast immediately, including contribution increases, special payments, rent disruption and any unit work best completed while access or scaffolding exists. Record who checks the finished work and warranty.

If procurement or implementation departs from the approved resolution, request a written explanation and ensure the next meeting record addresses authority, cost and remedy.
